Committee approves funding for Mvskoke art market 2022

OKMULGEE, Oklahoma – The Muscogee (Creek) Nation National Council held a meeting of the Business, Finance and Justice Committee on October 21 via teleconference.

All adopted laws will be submitted to the full Council at the regular session on October 30.

BFJ discussed the following legislation, the interpretation of which is attributed to language in bills:

RCN 21-009 Confirmation of Shane Berry to serve on the Lighthorse Police Commission. Rep. Mark Randolph sponsored the resolution, which was postponed indefinitely with a 4-0 vote.

MCN Code Annotated Title 50 requires a member of the Lighthorse Police Commission to be selected by NC. The person must be a full Muscogee (Creek) citizen, unless waived by two-thirds of the vote, have an associate’s degree and 10-20 years of law enforcement experience, pass a drug test and a criminal background check.

NC selected Shane Berry, a citizen of Muscogee (Creek), to serve on the Lighthorse Police Commission.

TR 21-140 Authorize the senior chief to sign a memorandum of understanding with the National Indian Gaming Commission regarding criminal history information. Representative Patrick Freeman sponsored the legislation, which passed 4-0.

The National Indian Gaming Commission will obtain criminal background information from the Federal Bureau of Investigation on applicants and release the information to the Public Gaming Commission.

TR 21-141 Allow the Senior Chief to execute grant awards and cooperative agreements with terms and conditions for fiscal year 2022. Rep. Robert Hufft sponsored the resolution, which was passed 4-0.

The United States government requires that all federally funded scholarships meet uniform administrative requirements, cost principles, and audit requirements upon receipt and acceptance of the scholarship.

TR 21-143 Authorize the Gaming Operations Authority Board (“GOAB”) to execute the Okemah Generator and Switchgear Upgrade Project Proposal with Building Electrical Systems, INC. (“BESCO”). Rep. Freeman sponsored the resolution, which passed 4-0.

GOAB determined that it was necessary to initiate a generator and switchgear upgrade project with Building Electrical Systems, INC. for the Creek Nation Casino Okemah.

On September 15, 2021, at a regular meeting, the GOAB passed Resolution 2021-40 approving the proposal and requesting CN’s authorization.

TR 21-144 Approval and authorization of the International Swaps and Derivatives Association, INC. 2002 Master Agreement with BOKF, NA “BOK”. Rep. Freeman sponsored the resolution, which passed 4-0.

The agreement to conclude one or more interest rate hedging transactions with the BOKF, NA “BOK” and due to the fluctuation of interest rates, the BOK recommends appointing one or more management positions with the power to trigger any SWAP in a timely manner in accordance with the Agreement.

TR 21-145 Authorize the Gaming Operations Authority Board (“GOAB”) to enter into the River Spirit Casino Roof Repair Service Agreement (Phase 1) with Chamberlin Dallas, LLC. Rep. Freeman sponsored the resolution, which passed 4-0.

The GOAB determined that it was necessary to enter into the River Spirit Casino Roof Refinishing Service Agreement (Phase 1) with Chamberlin Dallas, LLC for labor, materials, equipment and l insurance to carry out PVC roofing work for the River Spirit casino.

TR 21-146 Authorize the Gaming Operations Authority Board (“GOAB”) to execute contracts for the Universal Power Supply Project. Rep. Freeman sponsored the resolution, which passed 4-0.

The project will ultimately solve the current power outage issues involving gaming machines, save costs, and ensure power and continuity of operation for all River Spirit gaming machines in the event of an unexpected power outage.

The amount of the project budget is currently $ 2,500,000.00 and contracts must be concluded to secure current prices.

NCA21-113 Modification of title 31 of chapter 3 of the MCNCA, subchapter 10 entitled “Sexual harassment prohibited”. Rep. Thomasene Yahola Osborn sponsored the resolution, which was postponed until next month with a 4-0 vote.

This modification is codified in title 37, chapter 3, subchapter 10 of the MCN code.

Prohibition. Sexual harassment is illegal. MCN does not tolerate any form of sexual harassment. Anyone found guilty of sexually harassing another person will be subject to a written apology and disciplinary action up to and including termination.

Sexual harassment can include, but is not limited to, using one’s position of power / authority in the form of consideration and other forms.

CAS 21-111 Credit approval for Mvskoke Art Market 2022. Representative Randolph sponsored the resolution, which was passed 4-0.

The MCN Cultural Center and Archives is planning to host the 2022 Mvskoke Art Market on April 23-24, 2022 at the River Spirit Resort and Casino.

The Mvskoke Art Market will allow tribal artisans to share and show their talents and skills to the general public, while promoting our culture. The Mvskoke Art Market will meet this need and provide artists with an economical way to sell their works.

The cost of expenses associated with the organization of this event is $ 52,582.00 as indicated in the budget.
